James L. McGovern Scholarship Award

IACLEA established a scholarship fund to continue the memory of James L. McGovern, IACLEA's Executive Director from 1975-1984, who passed away on February 25, 1992. The James L. McGovern scholarship is given to an individual who demonstrates merit and shows need.
Edward T. Kassinger, IACLEA president from 1974-75 and retired Director of Security from the University of Georgia contributed the first generous check in 1992. The Northeast Colleges and Universities Security Association followed with a $200.00 contribution. In 1994, IACLEA began its tradition of holding a Silent Auction at the Annual Conference to endow the Fund. IACLEA greatly appreciates the efforts of all who have contributed in promoting law enforcement while continuing the memory of James L. McGovern. The Toronto auction in 1998 endowed the Fund and enabled IACLEA to present the first annual James L. McGovern Scholarship.
The James L. McGovern Scholarship is a one-time award of $1000.00. The Scholarship check will be payable to the recipient's institution. This assures that the scholarship will be used only for tuition, room, books or other services provided by the institution. Graduating seniors whose college/university expenses have been fully paid by February 1 of the graduating year cannot use the James L. McGovern Scholarship unless they plan to enter graduate school. The name of the graduate school, to which the check should be payable, must be noted on the application form. If the name of the graduate school isn't known at the time of the application, it should be forwarded to Maddie Gosser at
as soon as it is known.
The Scholarship check will be mailed to the recipient's Institutional Representatives during the summer. Details of the Scholarship Award will be published in the July/August Campus Law Enforcement Journal and posted on the IACLEA Web site.
Recipient's Institutional Representatives will be notified in May of the scholarship award year.
