Operational Readiness and Threat Mitigation in Higher Education

This course provides a focused examination of operational strategies and mitigation practices designed to enhance public safety across college and university campuses. Emphasizing real-world application, the course equips participants with the tools and frameworks necessary to proactively identify, assess, and respond to evolving threats within higher education environments. Participants will explore key strategies such as social media monitoring and open-source intelligence (OSINT) techniques to detect potential threats and identify harmful narratives before they escalate. The course also examines the structure and function of Behavioral Threat Assessment Teams, highlighting multidisciplinary approaches to evaluating risk and implementing appropriate intervention and escalation protocols.

Additional topics include protecting vulnerable student populations through targeted outreach, confidential reporting systems, and liaison-based policing models. Participants will analyze best practices for securing campus events and managing protests, with a focus on risk assessment, controlled access, and de-escalation techniques that balance safety with constitutional considerations. The course further introduces the role of emerging technologies, particularly drone applications, in both threat mitigation and operational enhancement, including situational awareness, search and rescue, and disaster response. Finally, participants will learn how to build a culture of shared responsibility through community awareness initiatives that empower students, faculty, and staff to act as force multipliers in campus safety efforts.
